First observed in 1980, this annual global event is a ‘Building Safety’ campaign intended to raise public awareness and promote:
safe buildings;
building regulations, such as the Ontario Building Code; and,
the vital role of Building Officials in ensuring a safer built environment.
The month long campaign is a great opportunity to engage in a variety of related promotional activities through your local municipality and/or OBOA Chapter. Some ideas for observing and promoting Building Safety Month include:
- asking Mayor and Council to issue a proclamation;
- distributing promotional materials and other related information at government offices, local hardware stores, building material supply outlets, libraries, schools, banks, etc.;
- hosting a Building Department Open House, or Home Renovation Forum;
- inviting architectural, engineering or building technology students to observe the work of Building Officials
- making presentations to students or local civic groups; and/or,
- issuing media releases.

Energy Conservation Requirements in OBC: Voice-Over Presentations Article #1857
Ontario’s Building Code has been updated to include enhanced energy efficiency requirements for houses and large buildings and provides alternative compliance paths for achieving these benchmarks.
The following voice-over slideshows have been developed by the Ministry’s Building and Development Branch and are based on the presentation given by the Ministry at the 2011 OBOA “Annual Meeting and Training Sessions.”
The presentations are intended to provide highlights of the energy efficiency compliance alternatives, as set out in Supplementary Standards SB-10 and SB-12 of the Building Code. You can complete these modules at your own pace and, if you wish, pause and repeat any section.
The presentations are provided for information purposes only. Code users, and other interested parties, are advised to refer to the Building Code Act, 1992 and its regulation (the Building Code) for official documentation of these standards. Additional questions or concerns can be discussed with your local Building Official.
Education and Training - Energy Efficiency Course Article #1742
2012 Energy Efficiency Requirements of the Ontario Building Code.
This two-day course (Part 12 (2012) - Assessing Housing Energy Efficiency Workshop for Building Officials) was developed by the OBOA in partnership with Lio & Associates who provided research and guidance to the new Building Code changes related to energy conservation in low rise residential buildings. This course contains the most relevant and up-to-date information on the energy efficiency requirements of Supplementary Standard SB-12 as well as the changes to air barrier requirements that came into effect on January 1st, 2012. A pilot was held in April and was well received. Course delivery will begin in May. See below for dates.
NEW - Part 12 (2012) - Assessing Housing Energy Efficiency Workshop for Building Officials | May 28 & 29 at the OBOA Office and in Hanover.
Participants will be able to:
Identify key regulatory documents and support materials that detail the energy efficiency requirements of the Code,
Explain the transformation that housing is undergoing,
Identify scope of the 2012 energy efficiency changes to Ontario Building Code.
Discuss key terms needed to understand the energy efficiency changes,
Explain ENERGY STAR® for New Homes, EnerGuide 80, blower door testing, HOT2000 and other key terms and concepts,
Identify how the Part 12 energy efficiency requirements have been modified,
Discuss the ERS 80 Performance compliance path,
Discuss the ENERGY STAR® for New Homes compliance path,
Describe the SB-12 compliance alternatives including the prescriptive path and the performance equivalence path,
List the performance compliance simulation software that can be used.
Describe the December 5, 2011 revisions to SB-12,
Discuss the recent Ministry guidance on designer and rater qualifications,
Identify pros and cons and cost impacts for the 2012 prescriptive options on a component by component basis focusing on zone 1 (or zone 2) natural gas,
Describe the new energy efficiency requirements for building additions,
Discuss and understand HOT2000 reports and air test reports.
Describe the important changes to the air barrier requirements in the Code in 2012

"Quick Check for Farm Structures" Now Available Article #1741
The new “Quick Check for Farm Structures” flipchart is now hot off the presses and available for purchase. Check the OBOA website www.oboa.on.ca for ordering information.
This is a wonderful new tool similar to and inspired by the “Quick Check for Housing” flipchart. This tool has been developed in collaboration with OMAFRA and MOE.
The OBOA was well represented by Building Officials from Oxford County, led by recently retired Jim Harmer.
This flipchart covers the recently revised procedural changes introduced by OMAFRA to streamline the Nutrient Management Plan approvals process required prior to the issuance of building permits.
Examples of the new forms are contained in the Appendices of this flipchart.
In conjunction with the release of this new tool, OMAFRA and OBOA are offering a half day workshop to further explain the flipchart and how to use it. The workshop is being offered through our Chapter Network, so if you are interested in attending a workshop in your area, contact your Chapter Chair. For those who are interested, OMAFRA is also prepared to offer a half day workshop in conjunction with the “Quick Check” workshop to delve deeper into MDS (Minimum Distance Separation) and/or NMP (Nutrient Management Plan) training – again, contact your Chapter Chair.

The 56th Annual Meeting and Training Sessions is less than six months away and the time seems to be flying by at warp speed. All of the committees having been working hard with the many details required to run a smooth conference. The hotels are filling up quickly so be sure to check out the OBOA website to see what hotels have rooms left.
The Sponsorship Committee has now sent out letters to building departments across Ontario, so be sure to check your mail so we can see those sponsorship dollars and gifts start to roll in. Hosting a conference relies a great deal on the generosity of those that sponsor events or donate prizes so any dollar amount big or small would be appreciated. With all of the positive feedback from the Chapter Chair Challenge last year, we have decided to offer the students at Cambrian College the same opportunity to attend our great conference as they did last year for the Fanshawe College students. What a great way to shape young minds and make their experience “Worth Every Nickel”.
The Transportation Committee has made arrangements for a limo bus to be available for those that are flying in to the Sudbury Airport. Please email Andre Guillot at andre.guillot@greatersudbury.ca with your flight information and he will make arrangements to have you picked up and delivered to your hotel. We will also be providing shuttle buses from the hotels to the conference site and to the Caruso Club for Theme Night. We will be updating the OBOA website once we have more details so be sure to check back often.
The OBOA Golf Classic is set for Sunday September 9, 2012 at the Timberwolf Golf Club with a tee-off time of 9:30 a.m. There will be coffee and muffins provided before tee-off and lunch will be provided on the course. When you register for the golf please be sure to check off steak or chicken for the dinner and whether you require transportation to the golf tournament. We have some exciting things planned for the tournament so this is one event that you don’t want to miss.
Straight from the Entertainment Chair here is the news from the world of entertainment.
Theme night at Camp Northern Lights is shaping up nicely with entertainment by comedian Derek Edwards and our favourite live local band led by Johnny Williams. Be prepared to be entertained and be sure to dress in your best camp attire. If you’ve never been to camp or “north of Barrie”, here are some of our recommendations:
“Jeans, flip-flops, best fishing hat (mosquito netting is a definite plus), hiking boots, plaid hunting jacket (aka: Sudbury Dinner Jacket), water wings, sunglasses, Bermuda shorts, etc. Basically the most comfortable thing you can find to wear bearing in mind that you may be photographed in that outfit and pictures are forever. Just remember this: what happens at camp usually ends up on Facebook because this sure ain’t Vegas, baby!
The only rule we have at Camp Northern Lights is to come as you are and be ready to have a good time. Bring your best beer cozy and leave the formal frocks at home! See you soon.
We now have a tentative schedule for the Companion Program and look forward to entertaining them in style. We will be having a meet and greet icebreaker on Sunday September 9, 2012 for the companions so that they can get to know one another before the conference begins. Look for details to follow on the OBOA website in the near future.
As a Breast Cancer fundraiser we have decided to continue with last year's brainstorm and have calendars created featuring the theme “REMOVE & EXAMINE”. The challenge! … a photograph featuring "your landscape" with a "pink bra" integrated into the photograph. Thanks go out to Barbara Rusan-Cronmiller, Building/Plumbing Inspector, City of Vaughan and Direct IT: Calendar Design & Printing, who have volunteered their services once again to make this endeavour a success! Also, “Game of Skills” tickets will be sold throughout the Golf Tournament and the Conference with prize draws being held at the Breast Cancer Luncheon. Any donations of gifts or money would be greatly appreciated for our "Silent Auction" and "Game of Skill" contest. We have confirmed most of the sessions which are to include NFPA Standards 10 & 96, Accommodating Poor Soil Conditions, Low-Rise Combustible Construction, Midrise Wood Construction, Municipal Performance Measures Program & The OMBI Experience just to name a few. All in all the 56th AMTS is shaping up to be a great one. We can’t wait to show off our great city and hope that everyone is as excited as we are to experience the true north. Golden Triangle Chapter Meeting and Golf Day Article #1849

This is breaking news regarding the May 16, 2012 chapter meeting and golf event being held in South Mountain, Ontario.
It gives the Chapter Executive great pleasure to announce that there is a NEW Grand Prize to be won at the upcoming Golf Tournament next month. Internship Program - "The Start You Deserve" Article #1299

Recently Municipalities have been asked by insurance providers to provide proof of Qualifications for their inspectors.
Intern Inspectors meet the requirements for Qualifications set out in the Code under Part 3 Div. C.
Enrolment Criteria
Prior to enrolment in the Internship Program, an intern must have one of the following completed:
a) One of the Ministry’s Legal/Process examinations (General, CBO, RCA or Designer);
b) Possess not less than five (5) years verified experience as a building official or building practitioner or
c) An equivalent combination of post-secondary education and experience in the area of practice.
The Internship Program will include a supervised practical internship in addition to the necessary training to achieve Provincial Qualification. A Provincially qualified inspector or chief building official as required by Division C, Article 3.1.4.2 of the Ontario Building Code will provide the mentorship. The mentor must be an OBOA member and will also need to demonstrate compliance with the procedures of a supervising and reporting program to be established between the OBOA, the Mentor (and /or the municipality) and the Intern for the purposes of monitoring the progress and fulfillment of the Internship.

The Green Energy Act was introduced in 2009 as a way for quicker development of renewable energy projects in Ontario. It also changed the way municipalities deal with approvals of these projects. Building mounted solar collectors with a face area equal to or greater then 5m2 and structures that support wind turbine generators having a rated output of more than 3 kW are designated structures as defined in the Ontario Building Code and require a municipal building permit.
Many questions have been raised from building officials in regard to the approval process for these projects. In an effort to aid our members, the OBOA is looking to work with the Renewable Energy Facilitation Office and the Building and Development Branch of the Ministry of Municipal Affairs and Housing to address these questions.
If you have any questions or issues that you would like discussed with these agencies, please forward them to cbo@huronkinloss.com and we will work towards having them addressed.
